Try using a really cheap flexible scraper (you can get 3 for a pound at the £ shop). I find that those bladed scrapers dig into the plaster. On one occasion my customer was an artist and he had loads of sticky backed plastic. WebMist coat using contract matt or specialist plaster paint like 'Eclipse'. Usually anything between 20% - 40% water mix is fine (depends on the brand). Once mist coated, you can then fill and sand any imperfections then mist again to enure the surface is perfect.
